From July 21, 2026, the Ministry of Finance officially implemented electronic authentication procedures for applicants and authorized persons submitting enterprise registration applications on the National Business Registration Information System. This marks an important step in the digital transformation of administrative procedures, contributing to greater transparency, enhanced security in electronic transactions, and greater convenience for individuals and organizations when carrying out procedures for establishing enterprises.
Legal Basis for Electronic Authentication in Enterprise Registration
The implementation of electronic authentication procedures is carried out in accordance with the provisions of Decree No. 168/2025/ND-CP of the Government on enterprise registration, specifically:
- Clause 13, Article 3 stipulates provisions relating to electronic authentication during the process of carrying out enterprise registration procedures;
- Clause 5, Article 12 provides regulations on responsibilities and requirements applicable to persons conducting enterprise registration procedures;
- Clause 4, Article 124 regulates the implementation and application of electronic methods in enterprise registration.
These provisions serve as an important legal foundation to ensure accurate identification of individuals and organizations carrying out enterprise registration procedures in the electronic environment.

Implementation Contents of Electronic Authentication Procedures
According to the announcement of the Ministry of Finance, from July 21, 2026, individuals and organizations conducting online enterprise establishment procedures must complete electronic authentication through the Electronic Identification and Authentication System before submitting applications on the National Business Registration Information System.
The electronic authentication procedure applies to:
- Individuals directly submitting enterprise registration applications;
- Authorized persons carrying out enterprise registration procedures.
The application of electronic authentication enables business registration authorities to verify and accurately identify the entities performing procedures, prevent identity fraud, reduce the use of invalid applications, and improve the effectiveness of state management in the field of enterprise registration.
Significance of Applying Electronic Authentication in Enterprise Registration
The implementation of electronic authentication brings various benefits to the process of establishing enterprises, including:
- Enhancing security and transparency: Verifying the identity of applicants helps minimize risks of impersonation and fraudulent activities during the enterprise registration process;
- Simplifying administrative procedures: Enterprises can complete procedures online more conveniently, reducing travel time and improving the efficiency of application processing;
- Improving management effectiveness: Regulatory authorities can accurately control parties participating in electronic transactions while building a secure and modern enterprise registration environment.
What Should Enterprises Pay Attention to When Carrying Out Enterprise Registration Procedures?
From July 21, 2026, individuals and organizations that have not completed electronic authentication in accordance with regulations will not be able to continue carrying out online enterprise establishment procedures on the National Business Registration Information System.
Therefore, individuals and organizations wishing to establish enterprises should proactively complete electronic authentication before submitting applications to avoid interruptions or rejection due to failure to satisfy authentication requirements.
The Ministry of Finance has also published guidance documents on the implementation of electronic authentication procedures on the National Business Registration Portal to support individuals and enterprises in accessing information and following the correct procedures.
