Manager

Expert
An expert is a foreign worker who falls into one of the following categories:
- Holds a university degree or higher or equivalent and has at least 3 years of working experience in the position they are expected to occupy in Vietnam.
- Has at least 5 years of experience and holds a relevant professional certification for the intended job in Vietnam.
Technical Worker
A technical worker is a foreign worker who falls into one of the following categories:
- Has been trained in a technical specialty or another specialty for at least 1 year and has worked for at least 3 years in the field of training.
- Has at least 5 years of experience in a job that matches the intended position in Vietnam.
Documents for applying for a work permit for Japanese
- A request document for issuing a work permit for Japanese according to Form No. 11/PLI under Decree 152/2020.
- Health certificate or health examination report. This document must be issued by a competent medical authority in a foreign country or in Vietnam and is valid for 12 months.
- Judicial record certificate issued by a foreign authority or by Vietnam. This document must be issued no more than 6 months before the application date.
- Documents proving the individual is a manager, executive director, expert, technical worker, or in specific occupations as follows:
- Documents proving status as a manager or executive director as outlined above.
- Documents proving status as an expert or technical worker: diplomas, certificates, and documents confirming years of experience from foreign agencies, organizations, or companies.
- Two personal photos measuring 4cm x 6cm.
- Document approving the need to employ foreign workers, except in cases where determining the need is not required. This is the result of the step detailing the need for foreign labor.
- Notarized copy of a valid passport according to legal regulations.
- Documents related to the foreign worker, such as decisions on assignments, etc.
Note:
- In addition to the basic documents listed above, specific industries may require additional documents.
- Documents with foreign elements must be consular legalized before being submitted to the competent state authority to apply for a work permit for Japanese nationals.
Procedures for issuing work permits for Japanese
Step 1: Request approval for the employment of Japanese workers from the competent authority.
- Employment Department – Ministry of Labor, Invalids and Social Affairs
Address: Floor 6-7, Lot D25, Alley 8B, Ton That Thuyet Street, Dich Vong Hau Ward, Cau Giay, Hanoi.
- For those located in industrial zones: Submit to the Management Board of Industrial and Export Processing Zones of the province/central city.
- For those located outside industrial zones: Submit to the Department of Labor, Invalids and Social Affairs of the province/central city.
Employers must explain the need to employ Japanese workers at least 30 days before hiring and obtain written approval from the competent state authority of the province.
Step 2: Prepare the documents for the work permit for Japanese workers.
Employers need to fully prepare the aforementioned documents to submit to the competent authority.
Step 3: After preparing all the necessary documents, submit the application to the competent state authority.
Time to issue work permits for Japanese:
- 5 working days from the date of receipt of valid documents for online submission.
- 7 working days from the date of receipt of valid documents for direct submission.
