Pursuant to the major policy of the Party and the State on establishing an International Financial Centre in Vietnam, on December 21, 2025, in Hanoi, Prime Minister Pham Minh Chinh solemnly presented the Government’s Decision on the establishment and operation of the Vietnam International Financial Centre (Vietnam International Financial Centre – VIFC) in accordance with Decree No. 323/2025/ND-CP dated December 18, 2025.
The event in Hanoi not only carried special legal and institutional significance, but also reaffirmed the strategic vision of the Vietnamese Government in developing a modern, integrated financial centre with strong regional and international competitiveness.
Following this foundational decision, the official inauguration of the Vietnam International Financial Centre in Da Nang City took place, marking the transition from policy and institutional design to practical implementation.
The inauguration ceremony was solemnly held with the presence of:
- Mr. Nguyen Hoa Binh, Member of the Politburo and Permanent Deputy Prime Minister, concurrently Chairman of the Executive Council of the Vietnam International Financial Centre;
- Leaders of central ministries and agencies;
- The entire leadership of Da Nang City;
- Representatives of financial institutions, enterprises, and domestic and international investors.
The event officially opened a new legal and financial space, where advanced business models, investment activities, and financial services can operate under a controlled sandbox mechanism, ensuring a balanced approach between innovation and systemic safety.
At the ceremony, twelve pioneering enterprises were awarded VIFC Membership Certificates, officially authorized to conduct operations within the sandbox framework of the International Financial Centre.
During the process of dossier preparation, legal structuring, and fulfillment of VIFC admission requirements, the STI Strategy Institute and SigLaw Law Firm provided in-depth advisory and support services to numerous enterprises, contributing to their readiness to operate within a specialized legal environment with high international compliance standards.
A particularly significant milestone for the legal and financial community is the official admission of SigLaw IFC, founded and led by Dr. Lawyer Le Thi Dung, as a member of the Vietnam International Financial Centre (VIFC).
The operating license of SigLaw IFC was presented at the inauguration ceremony by Mr. Nguyen Hoa Binh, Member of the Politburo and Permanent Deputy Prime Minister, reflecting the Government’s recognition of:
- SigLaw’s in-depth legal advisory capacity in international finance and investment;
- The professional reputation and practical contributions of Dr. Lawyer Le Thi Dung in shaping legal frameworks for new financial models;
- The pioneering role of SigLaw IFC within the ecosystem of Vietnam’s International Financial Centre.
